2.what is a good digital camera, i have some experience but i want a good camera that is under $250

Shutter speed is the speed at which shutter of the camera is open and closed. (time between open and close actually).
If your shutter speed is in fractions thats 1/2,1/3....1/10000
means the shutter speed is taking less than one second to open and close.
Calculation is 1second * 1/2 seconds = 1/2 seconds, which means shutter will be open for half a second to take the picture. You will have to hold your camera in position until the shutter is closed and the picture is taken.
It will be good if you use a tripod or a stationary stand to place camera without shaking, as at low shutter speeds, thats is 1", 1.5",....30" referes seconds up towhich shutter is open, the possibility of shake is high.

In general:
More the value less will be shutter speed.
eg: 1", 2",.... 30" , shutter speed is low.
High shutter speed
eg: 1/2", 1/3"........


The camera is would suggest is
Canon S5IS, a good and the best so far I have seen digital camera .

Canon cameras usually have those conditions. Low light may be difficult to find but a high ISO may work. Try the canon IXUS series as that usually has over 10mp and optical zoom with decent low light.
