I have a Canon Rebel XTI and I really want to use my camera to it's full ability! I've noticed all these different settings on other camera's...but what does "TV", "AV" and "M" mean? I obviously understand they are different settings but I never know when to use them!

TV means Time value or shutter priority--this is where you pick the shutter speed and the camera picks the appropriate aperture to get a correct exposure. You would pick this mode when you want to make sure you stop the action or you want to make sure you don't get a slower shutter speed for hand held shots.
Av means Aperture value or aperture priority--this is where you select the aperture(fstop) and the camera will select the appropriate shutter speed for a correct exposure. You use this mode when you want to control depth of field.
M means manual or fully manual--this means you pick both shutter and aperture and it gives you the most creative freedom of the three but it requires a basic understanding of the principles of light, aperture, shutter speed relationships as well as depth of field to start with. The focal length of your lens is another factor.
