Is it true that the Canon T4i camera has been discontinued due to a factory recall?

I was told this by several different sales reps at Best Buy on different occasions.
One even showed me some article about it. Something to do with an allergy that some people may have to the material used in the grip on the side of the body.

If this unit really was recalled and discontinued, why does it seem to be onsale still?

No, it's not true. Only a certain number of units are affected. So, don't worry. Here is the problem...

"The front rubber grips of some EOS REBEL T4i units produced in certain lots may turn white after a short period of time. We have determined after inquiry with the rubber manufacturer and analysis, that the white substance is zinc bis (N,Nâ-dimethyldithiocarbamate). Zinc bis is not used in the production of this product.
However, the quantity of rubber accelerator used in the affected production lots was slightly higher than usual. As a result the rubber grips may turn white due to a chemical reaction with the rubber accelerator and other substances. High temperature and high humidity may contribute to this condition. Zinc bis (N,Nâ-dimethyldithiocarbamate), which becomes deposited on the rubber surface, is created as a result of this chemical reaction."

"Product Recalled for Repair
Some EOS Rebel T4i digital SLR cameras sold from June 11 through August 1, 2012 may be under recall for repair.

You can use the serial number to check whether your camera is affected by this phenomenon. If the sixth digit of the serial number is "1" please follow the procedure below. If the sixth digit of the serial number is "2" or higher, your camera is not under recall for repair."

So, if intending to purchase the T4i...it would be wise to check the serial number before you buy it.

How would I, even with MOUNDS of credit card and college loan debt, be able to finance a RED SCARLET camera?

I cant really make money without shooting my films using a RED. Industry is too competitive not to.

No offense, but I don't think an individual who claims to have mounds of credit card debt and college loan debt needs to be dropping $7,000 to $12,000 on a camera.

That's a good point. It's not like the number one film at the box office this past weekend made $24,000,000 in gross ticket sales after 80% of it was filmed with DSLR cameras.....Oh, wait, that's EXACTLY what happened.
