Good digital cameras?

I am looking to replace my old Coolpix s61, and would like a camera that I can use for high quality video. I am currently looking into Samsung, Canon, and Nikon (more specifically, the PL170, Powershot Elph 300 hs, and newer Coolpix models). I would prefer a camera that has good low light capabilities, adjustable shutter speeds, and a bunch of fun filters and features. Some other features I would like are slow motion video shooting, frame by frame video viewing (my Coolpix has this) , GPS capabilities, and wifi. I know it's next to impossible to have all these in one device, but could you recommend me something that more or less resembles my "perfect camera?"

Note: I would also like your recommendations to be as inexpensive as possible, if not, I will simply have to go refurbished :D

What digital camera to buy?

I'm looking for a small digital camera that has to following features:
720p 60fps video recording
Optical zoom
Preferably a Cannon or Sony Cyber-Shot

I'm going to be using it on my mountaineering trip so I won;t be able to bring my SLR.
My price range is anything below $700. If the price is over that by a little bit, it's fine.
