I'm going to buy Canon 60D next week with kit lens and I was just wondering what other things I should buy with it, like basic lenses, filters etc

Tripod, spare battery, camera bag. No need to buy additional lenses at this stage until you've exhausted what you can do with the kit lens. Ditto filters - hold off until you know what you need. If you have to ask - you don't need them. The only filters you'll likely need are for landscapes and those would be a circular polariser, ND and grad ND filters.

I need a bag for local outing attached with 55-250mm lens. I have selected 2 model please suggest me any one. Or any recommendation by you?

Price within INR 2500, as I already have Lowepro Transit 350 AW Backpack donât want to buy expensive one.

The most returned photo item from a large camera store in the US are camera bags. That means that there are many opinions for camera bags that may or may not be appropriate for you.
One thing you should realize is that the camera bag large enough to hold everything often becomes too heavy to carry.
Many photographers (including myself) have multiple bags for specific purposes.
One thing you may wish to do is to take your photo gear to a camera store and check out the camera bags. Often, they will allow you to test-fit your gear, and even some will allow you to return the bag if you find it is not the right fit - provided you leave the tags on the bag.
Kata, along with Think Tank, Crumpler, and Gura Gear are among the best bag makers.
Lowerpro, Tenba, Tamrac, etc. also make good bags but are not at the same level of the above bag makers.
